AccIdently Crossing the County Line II

This story is based on the "County line" stories written by goodgulf, and I would like to thank him for giving me permission to do this. To understand what goes on at the rest stop in the story, you have to read "Looping across the Count Line" first.
I did not get many comments to part I, but nobody complained, so I will try another chapter. Hopefully, I will get more comments this time.
When we last left our three friends, they were standing in the bathroom facing the wall holding up their skirts and their pee waiting for an adult who is not coming to let them go. Finally, hours later, late at night the bathroom was empty. After it was quiet for a minute or two, Shelly turned her head and saw that the bathroom was empty. She said "we can go now." They were finally be out of their predicament.
The three of them ran into stalls to pee. They had to go so bad that they just pulled down their panties and plopped down on the toilet. But they jumped up just as fast from the pain of the toilet seats hitting their sore butts. Needless to say pee went all over the place. They finished peeing with their butts hovering just above the toilet seats. They then headed home.
When they got back to their dorm, they found all three of their moms waiting for them. When their moms saw them, they breathed a sigh of relief. Shelly's uncle had called Jill, Shelly's mom and told her that the 3 of them never came to the party. Jill in turn called Janet and Jane. Their moms were worried sick and demanded to know what happened. Under the circumstances, the girls had no choice but to tell their moms the truth.
After they heard what happened, the same moms, who only a short time earlier were scared to death, could not stop laughing. The girls kept saying it was not funny but the moms kept on laughing. They kept saying that they could not believe how three adults could let that happen to themselves.
Weeks later, the girls and their moms were sitting around the girls dorm drinking coffee. Yes, the girls could finally sit. Their moms were still making fun of them. Toni said that they had never been to hazard county and didn't understand how things work there. Other wise they would understand how it happened. Alice's mom, Jane, laughed and said " I don"t care what it is like there, it could never happen to me. The other two moms laughed and agreed.
Shelly said without really meaning it "want to bet a years worth of spanking that it could. All 3 moms looked at each, smiled and said "its a bet". But Alice protested " nobody will mistake you for under 21." "And be sides", Shelly protested, "I didn't really mean it.
The moms laughed and Janet said, the girls were just trying to chicken out but a bet is a bet. The winners can take the losers to that rest stop any time they want for the next year to spank them."
Still desperate to get out of the bet, the girls insisted that their moms go dressed as they did. The girls were sure their moms would never go out dressed like that. But the moms just laughed and thought that would be fun. Janet added that the loser would have to dress like that every time the winners would want to spank them.
Toni then said, " the winners should have the right to have anyone they want spank the losers. " She figured that the moms thought their daughters would not really spank them but that they would be embarrassed and afraid to have a stranger spank them. The moms, however, went right along with it because they thought they couldn't lose.
So that Sunday morning, the moms put on plaid mini skirts, white shirts, ties, thongs, girls shoes and bobby socks. They put their hair in pig tales and were ready to go. The outfits made the moms, who despite their ages, had real curvy bodies, look real hot. It also accented their real spankable butts. Of course, since they lived in a no spanking county and were never spanked or seen a spanking, they never thought of there butts as spankable or knew what that was.
The girls told them that they would be there later to rescue them but their moms just laughed and said they wont need rescuing.
When the moms arrived at the rest stop, they just walked around looking at what was going on. They walked down the path where the spankings were taking place and watched in amusement and amazement. They were not in any danger because no one would mistake them for under 21.
After a while, they needed to use the rest room so they headed back up the path toward the rest rooms. As they emerged from the path they were spotted by a group of ten body builders who had stopped to use the rest rooms.
Joe, one of the body builders, said as he saw them, " wouldn't you love to spank those hot women with those real spankable butts."
John replied, "unfortunitly, they are not even close to the legal age."
"But look at the way they are dressed", Joe said. "They must have come to hazard county to get spanked."
"They may have just come here to have the thrill of dressing like that in this county.
You cannot assume they want to be spanked." John said.
"Why don't we just ask", Harry chimed in.
So the guys went over to them and Joe asked, "are you here to hook up and get it from some guy."
When the women turned and saw these hunks they just stood there with their mouths open. Here were ten men in shorts and no shirts, six pack abbs, broad shoulders, mucsels on muscels and arms that looked like tree branches. The women were so turned on, that they just got weak in the knees and forget where they were. All they could think about was how hot these guys were.
When the women didn't respond, Joe repeated, "are you here to get it from some guys."
The women could not believe what they just heard. These Greek gods wanted to get it on with them. They could not imagine what making love with them would be like. When they still did not respond, the guys started to turn to walk away. At that point the women finally regained there composure and shouted " of course we would love to."
The guys turned around and asked them which one each of them would want to do it with. The women looked at each other and then said all of them, just one after another.
The guys could not believe what they just heard but were happy to go along with it.
Harry said, "If you cant take any more just say something and we will stop.
The women laughed and said no matter what we say you just keep on going. So the guys said follow us and started walking down the path where the spankings took place.
The women were so turned on , they didn't even think about why they were going down the spanking path. All they thought about was making love with these hot guys.
When they reached a spot with several chairs, three of the guys sat down and all of a sudden the women were being placed over the guys laps and the their skirts flipped up. As they asked what was going on the paddling began.
The women started yelling things like "you can't do this to us" and "we are too old for this" but the guys remembered what they said about to just keep going no matter what they said, so they just assumed it was part of their fantasy.
Eventually the women stopped protesting and just started crying like babies. People who walked by and saw it were just amused at the the sight of women that age getting it. Soon a large crowd gathered to watch the show and they started laughing. To see such older women getting spanked and pretending not to want it was hilarious. When the spanking stopped, the women couldn't stop crying and their butts hurt like hell. But before they could do anything, they found themselves over the next guy's lap getting it again. Each spanking was just as long and just as hard as the previous one. However, each spanking hurt worse because their butts were sorer when it started.
Meanwhile, back in the dorm, Shelly suggested that three of them head to the rest stop to see how their moms were doing. But Toni pointed out, "there is no reason to go. They are probably doing fine." But then curiosity got the best of them and they decided to go. Of course, this time they were dressed so that no one could possibly mistake them for under 21.
When they got to the rest stop , they went looking for their moms. They assumed their moms went down the path to watch all the spanking so they headed down the path. When they saw the crowd they could not imagine what they were watching. After all, spankings were going on all around them. So why would they all want to watch the same spanking.
Alice asked someone in back of the crowd what was going on. She told them that some mature women had volunteered to get spanked and were playing out a scene. When the girl were able to get close enough to see what was going on, they could not believe what they were seeing. They starting laughing with the rest of the crowd, but the were laughing for a different reason. Just watching their moms who insisted that it could not happen to them, get it like that was hysterical .
When all ten spankings of each mom were over, the guys just left and the crowd just dissipated. The moms just stood there crying. Their butts hurt like hell but they wouldn't rub them because that hurt worse. The girls just stood smiling and watching their moms come to themselves.
When their recovered some what, they took them over to where the hose was so they could wash their faces and straighten themselves out. They then walked up the pathway to the open area where the bathrooms and gift shop were.
When they reached the open area, Toni pointed out that she couldn't really see their red butts because of the crowd and asked that the moms turn around and lift their skirts. Janet said, "how dare you, I ought to spank you for even suggesting that."
But Alice pointed out that they were over 21 and could not be spanked, not even in hazard county. And besides, since they won the bet they could have their moms spanked. "But you don't expect us to lift our skirts right here. do you?", Jane said. To which Alice responded, "only if you don't want to get spanked."
The moms just froze but then Shell had a great idea. She said, "they are right. lets take them into the bathroom do to this."
So they all headed into the bathroom. When they got into the bathroom, the wall of shame was empty as Shelly had hoped so that the moms would not realize what was happening. Shelly then told the moms to go stand facing the wall and use both hands to lift up their skirts. The women in the bathroom were shocked to see such mature women being sent to the wall of shame but when they all looked at Shelly she winked at them. At this point all the women in the bathroom assumed that this was a scene that the three women up against the wall wanted to play out. They also assumed, because Shelly winked at them, that they should feel free to join the scene.
Once the moms had their skirts lifted with their right hand holding up the right side of their skirt and their left hand holding up the left side and their butts exposed, Shelly said loudly and sternly to the moms, "and you better stay like that until you get permission to move." When the moms heard this they got angry, dropped their skirts and started to turn around. At that point, one of the woman that Shelly had winked at shouted " no one gave you permission to move, If you don't want to get spanked you better get back into position." Some of the other women joined in saying "yes' do you want to get spanked."
None of these women would really spank women that age unless the told them they wanted it. They just said that to join in the fun. But the moms didn't know that and they were so afraid of getting spanked again they just turned toward the wall and lifted up their skirts.
At this point Shelly, turned and left and Alice and Toni followed her. Alice asked how long before they were going to wait before going back for them. But Shelly pointed out that their moms said they didn't need them to rescue them so there was no reason to go back. So the girls just went home and left their moms there.
So now the moms were standing there holding up their skirts, holding their pee and afraid to move. Whats more. they had a year of spanking from their daughters to look forward to. Also, They would never hear the end of the teasing by their daughter asking them how adults could let something like that happen to themselves.

When I first envisioned Hazard County I pictured a booming "spanking tourist trade" with the natives supporting it in exchange for the money that the tourists spend. Which is why there are centres near the airport, airdrome, and probably near all of the other entrance/exit points. Like that park where the trick or treaters go near the end of Looping Across The County Line. I can envision spank happy rest stops, paddle parks, and airport spankings as tourists flock to experience that forbidden thrill they can have in Hazard County. And the good folk of Hazard County recording "pay to see" videos of the more famous subjects - anything to increase the revenue stream coming to the county.

And if someplace like this existed in real life, I can see it being a spanking Disney Land. Anything to milk the tourist dollars.
