Punishment Act 2030 - Introduction

I. Convicted offenders between the age of 16 and 30 may be sentenced to corporal punishment as an alternative to imprisonment and fines
II. Corporal Punishment should be chosen by the court in case of a first time offense or if the impact of imprisonment or fines jeopardizes the development of the offender for the better
III. Corporal Punishment is administered by the governmental Punishment centers called “CorpoPun centers”
IV. If corporal punishment is used as sentence, the offender is sentenced to punishment points. The offender will then decide on the exact punishment himself/herself by sending the punishment card filled out to the CorpoPun center. The punishment points can be spent according to the Appendix of the Punishment Act
V. If appropriate the court may predefine the exact way of corporal punishment. If so, this punishment is not part of the punishment points if additional punishment points are used for the sentence
VI. Public corporal punishment may only be used for offenders over the age of 18
VII. In order to treat all offenders equally the offender will be presented to the administrator of punishment fully nude and the punishment is always administered full force
VIII. If the offender does not cooperate in the CorpoPun center, the CorpoPun center will report this to the court which will then decide on a penalty for the misbehavior. The punishment will be at least the punishment points the offender was initially sentenced to
IX. If a group of offenders is found guilty, they will be sentenced to punishment points. The members of the group then have to distribute the punishment points amongst themselves. Groups are always punished together.

Appendix A:
A. In order to define the exact punishment the offender fills out the punishment card. All punishment points of the sentence have to be turned into punishment.
B. Maximum two different punishments may be chosen.
C. The punishment points are spent according to the following roster:

1 Stroke of the Cane on the Bottom: 5 points
1 Stroke of the Strap on the Bottom: 4 points
1 Stroke of the Paddle on the Bottom: 3 points
1 Stroke of the Crop on the Bottom: 2 points
1 Stroke of the Whip on the Bottom: 3 points
1 Stroke of the Cane on the Butthole: 6 points
1 Stroke of the Whip on the Butthole: 7 points
1 Stroke of the Whip on the Back: 4 points
1 Stroke of the Whip on the Breasts (Women only): 4 points

Appendix B:
D. In case of crimes concerning sexual assault the following additional punishments can be used:

1 Stroke of the Whip on the Pussy (Women only): 9 points
1 Stroke of the Strap on the Pussy (Women only): 8 points
1 Stroke of the Crop on the Penis (Men only): 7 points

Appendix C:
E. Punishments can be administered in public if sentenced by the court or chosen by the offender. If chosen by the offender the number of punishment points is reduced by 25%


Judge Bob read through the newly introduced Punishment Act thoroughly. Tomorrow, just one day after the Punishment Act was put into action, he had to find a sentence for Melly, 22 years, a student in social studies who had bought alcohol for underaged friends. A fine or months in prison would have ended her studies and apart from the offense she was a fine member of the society, engaged in social welfare.
The Punishment Act now allowed him to punish her appropriately for endangering the health of underaged girls without completely ruining her future which she definitely did not deserve.
The next day the Judge Bob returned to court after hearing the final words of Melly and her lawyer and reconsidering the case in his office. He immediately began reading out the sentence:
“Melly U., you have been found guilty of providing alcohol to underaged people. You are therefore sentenced according to the Punishment Act to 80 punishment points. Appendix B and C disabled.”
